What is the Temporary Traffic Management Program?Australian States and Territories have agreed to harmonise the temporary traffic management training and standards. The new National Training Framework for Temporary Traffic Management ensures individuals working in the industry complete standardised training and are appropriately assessed and registered to work in the industry. The program is primary focused on professional temporary traffic management workers. There are three Temporary Traffic Management (TTM) roles covered by the training:

FAQ
Do all Personnel in the Civil Construction Industry have to complete the National Training program?
No: if you are not a professional Traffic Management Worker (Traffic Management is not your Primary Role, there is a new program being developed or you, an announcement will be made at a later date. In the interim you can still use your original TM qualifications until your card expires.
If you are working in the utilities sector, events sector or other industries that do not involve significant Traffic Management plan implementation or Traffic control you should enrol in the Temporary traffic control and Management Units RIIWHS 203 and 305. I am involved as in Traffic management in the capacity as a project Engineer, safety professional, construction supervisor etc. I do not actively implement TM plans or control traffic, Do I have to obtain the Skill Sets?
No: You will need to complete the theory component for each course. You will not be required to complete the worksite placement. A theory only course (no post course practical required) is designed for workers who do not directly undertake temporary traffic management roles at worksites, that is they need to know about traffic management, but do not perform a traditional traffic management role. You will not be issued with a Statement of Attainment for the Skill Sets but you will be issued with a Statement of Completion. This Statement of Completion provides the individual with non-practitioner status which excludes the individual from performing the function of Traffic Controller and Traffic Management Implementer.

Category 1 Roads are urban and lower volume rural roads with a posted speed limit of ≤ 60 km/h.

Entry Requirements
Entry Requirements:
- Be 18 years of age or older
- Have Language, Literacy and Numeracy (LLN) skills to ACSF level 2 or above.
- Must hold the CPCCWHS1001 Prepare to Work Safely in the Construction Industry or its equivalent unit, and provide a copy of your Statement of Attainment and Industry CI (White Card).
Course Details
Course Duration:
- You will be required to attend 3 days of theory Training and Practical at one of our or your companies venues
Theory Assessment:
- At the conclusion of the theory course, (on day 3) you will be required to undertake a written assessment and practical demonstration assessment.
Workplace Assessment:
Participants must complete a log Book (provided) and submit it to the SysTec Coordinator at the conclusion of the 20hrs work placement. The SysTec assessor will attend your worksite to complete a practical assessment in a live Traffic Management situation. Workplace Assessment must be undertaken within 6 months of successfully completing the theory component of the course.
Outcome:
On successful completion of all course requirements, including theory and workplace assessments, Learners will receive Statements of Attainment for:
- RIISS00058 Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads
- RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads.
This will allow Learners to gain Registration as a Traffic Controller and Traffic Management Implementor with AusRoads for Category 1 Roads.
Work Placement Requirement
Workplace Placement:
Following successful completion of the theoretical component, participants are required to complete a minimum of 20 hours of practical experience applying the relevant skills and knowledge in a temporary traffic management workplace under supervision, and complete at least 3 different types of set ups. Practical experience must be completed on declared Temporary Traffic Management Category 1 roads within at least six months of successfully completing the theoretical component.
- If you do not have a placement agreement with a Traffic Management Company, Contact the SysTec coordinator prior to enrolment. SysTec has partnered with traffic management companies and will facilitate your onsite training placement.
Do I have to do the Workplace placement to gain a Certificate?
- Only Learners who successfully complete all course requirements will obtain the RIISS00058 Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads and RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads Statements of Attainment.
- If you only complete the theory component, you will be issued with a Statement of Completion. This statement provides the individual with non-practitioner status which excludes the individual from performing the function of a Traffic Controller and a Traffic Management Implementer.

- Category 2 Roads are high-volume roads, excluding freeways. Characteristics include signalised intersections, multi-lane or divided roads, and major urban roads.

Entry Requirements
Entry Requirements:
Personnel wishing to complete these skill sets must have successfully completed the TC1 (RIISS00058) and TMI1 (RIISS00060) SKILL SETs and:
- Be 18 years of age or older and provide a copy of your current AusRoads Traffic Management Accreditation Category 1 Card(s)
- Have Language, Literacy and Numeracy (LLN) skills to ACSF level 2 or above.
- Have at least 40 hours of experience working in a temporary traffic management workplace in a traffic controller role.
- Have at least one month experience applying skills and knowledge relevant to TMI1 (RIISS00060) skill set in a temporary traffic management workplace.
- Provide evidence of relevant experience setting up at least 12 temporary traffic management types including high speed roads or high-volume roads, and at least two of the following types:
- pedestrian and cyclist controls
- construction sites
- lane closures
- shoulder closures
- night works
- use of portable traffic control devices
- motorways or freeways.

This will allow Learners to gain Registration as a Traffic Controller and Traffic Management Implementer with AusRoads for Category 2 Roads.

Traffic Controller and Traffic Management Implementer for Non-Practioner Personell
This Course is designed for workers who do not directly undertake temporary traffic management roles at worksites and do not perform a traditional traffic management role. ( Engineers, Project Managers, Safety Personell, HSR’s, Consultants ect)
Trainees will need to complete the theory component for each course. Trainess are not be required to complete the worksite placement (no post course practical required).

Recognition of Prior Learning ( RPL ) for Traffic Management Workers
Who is this Course For
If you have been working in the traffic managemwnt industry for a peroid of at least 2 years and your certificates are current, you may be able to obtain recognition or prior learning.
Note: You must be currently working in the traffic managenent industry
If your qualification expired after March 1, 2024, you MUST complete the new AustRoads Training Program or RPL Process. Any traffic management qualifications issued after March 1, 2024, will not be recognized by the Department of Transport.
