Following successful completion of the theoretical component, participants are required to complete a minimum of 20 hours of practical experience applying the relevant skills and knowledge in a temporary traffic management workplace under supervision, and complete at least 3 different types of set ups. Practical experience must be completed on declared Temporary Traffic Management Category 1 roads within at least six months of successfully completing the theoretical component.
- If you do not have a placement agreement with a Traffic Management Company, Contact the SysTec coordinator prior to enrolment. SysTec has partnered with traffic management companies and will facilitate your onsite training placement.
Do I have to do the Workplace placement to gain a Certificate?
- Only Learners who successfully complete all course requirements will obtain the RIISS00058 Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads and RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads Statements of Attainment.
- If you only complete the theory component, you will be issued with a Statement of Completion. This statement provides the individual with non-practitioner status which excludes the individual from performing the function of a Traffic Controller and a Traffic Management Implementer.

Practical experience must be completed on declared Temporary Traffic Management Category 2 roads within at least six months of successfully completing the theoretical component.
This accreditation course is specifically designed for workers who are either directly employed by, or contracted to work on behalf of, utility organisations responsible for essential public services such as electricity, water, gas, and communications. "Indirectly employed" refers to companies or contractors that provide services exclusively to utility providers in these sectors.
It is important to note that utility organisations will be authorised to implement only Short-Term Low Impact traffic management plans under this accreditation—except in emergency situations. For any activities requiring speed reductions, stopping traffic or completion of the TC and TMI skill sets are mandatory.
The company’s TTM - Temporary Traffic Management (Short Term Low Impact) course is delivered in Melbourne and regional Victoria, including Ballarat, Geelong, Bendigo and Dandenong. This course provides the knowledge required to safely manage Short Term Low Impact (STLI) worksites in line with Victorian traffic management requirements.
This course is not for those performing traditional traffic control work (such as stop-slow bat operations) or working for traffic control companies. It does not qualify you as a Traffic Controller, Traffic Management Implementer, or Traffic Management Designer, as those roles require nationally recognised training.
STLI worksites are quick, low-risk jobs with minimal impact on traffic.
This TTM - Temporary Traffic Management (Short Term Low Impact) course suits workers who occasionally work near traffic and already understand basic workplace safety. Do all Personnel in the Civil Construction Industry have to complete the National Training program?
No: If you are not a professional Traffic Management Worker (traffic management is not your primary role), there is a new program being developed for you.
An announcement will be made at a later date. In the interim, you can still use your original TM qualifications until your card expires
If you are working in the utilities sector, events sector or other industries that do not involve significant traffic management plan implementation or traffic control, you should enrol in the Temporary Traffic Control and Management Units RIIWHS203 and RIIWHS305.
I am involved in traffic management in the capacity as a project engineer, safety professional, construction supervisor etc. I do not actively implement TM plans or control traffic. Do I have to obtain the Skill Sets?
No: You will need to complete the theory component for each course. You will not be required to complete the worksite placement. A theory-only course (no post-course practical required) is designed for workers who do not directly undertake temporary traffic management roles at worksites. That is, they need to understand traffic management, but do not perform a traditional traffic management role.
You will not be issued with a Statement of Attainment for the Skill Sets, but you will be issued with a Statement of Completion. This Statement provides the individual with non-practitioner status, which excludes them from performing the function of Traffic Controller and Traffic Management Implementer.
