Do all personnel in the civil construction industry have to complete the national training program?
No. If traffic management is not your primary role, a separate program is being developed for non-traffic management workers. In the interim, original TM qualifications remain valid until your card expires. Workers in utilities, events, or other industries that do not involve significant traffic management plan implementation or traffic control should enrol in the Temporary Traffic Control and Management Units RIIWHS203 and RIIWHS305.
I am a project engineer, safety professional, or construction supervisor and do not actively implement TM plans or control traffic. Do I need to obtain the Skill Sets?
No. You will need to complete the theory component only for each course. Workplace placement is not required. A theory-only course is designed for workers who need to understand traffic management but do not perform a traditional traffic management role on site. You will be issued a Statement of Completion rather than a Statement of Attainment, providing non-practitioner status. This excludes you from performing the function of Traffic Controller or Traffic Management Implementer.
How do I complete my workplace placement with a traffic management company?
Following successful completion of the theoretical component, participants must complete at least 40 hours of practical experience and at least 3 different types of site setups in a temporary traffic management workplace. Practical experience must be completed on declared Temporary Traffic Management Category 2 roads within six months of completing the theoretical component. If you do not have a placement agreement with a traffic management company, contact the Systec coordinator prior to enrolment — Systec has partnered with traffic management companies and can facilitate your onsite training placement.
Do I have to complete the workplace placement to obtain my Certificate?
Only participants who successfully complete all course requirements — including the workplace placement — will obtain the full Statement of Attainment for the RIISS00058 Traffic Controller Skill Set and RIISS00060 Traffic Management Implementer Skill Set. If you complete the theory component only, you will receive a Statement of Completion, which provides non-practitioner status and excludes you from performing the function of a Traffic Controller or Traffic Management Implementer.
What is the difference between TC1/TMI1 and TC2/TMI2?
The TC1/TMI1 Combined Course is the entry-level qualification covering Category 1 Temporary Traffic Management environments — typically lower-volume roads and simpler site setups. The TC2/TMI2 Combined Course is the advanced qualification for Category 2 environments, covering higher-volume roads, more complex traffic control schemes, and greater safety responsibilities. TC2/TMI2 participants must hold a current TC1/TMI1 qualification before enrolling.
Is the Traffic Management for Utility Workers course the same as TC1/TMI1?
No. The Utility Workers course is specifically for workers employed by or contracted to utility organisations such as electricity, water, gas, and communications providers. It covers Short-Term Low Impact traffic management plans only. Utility organisations are authorised to implement only Short-Term Low Impact plans under this accreditation, except in emergency situations. For activities requiring speed reductions or stopping traffic, completion of the full TC and TMI skill sets is mandatory.
